Accident & Incident Reporting

The Civil Aviation Safety Authority's primary role is to regulate the civil aviation industry to protect the interest of the travelling public, industry participants and the wider community. One of its mandated functions under section 12(g) of the Civil Aviation Act (as amended) is to investigate and review civil aviation accidents and incidents in its capacity as the responsible safety and security Authority, subject to the limitations set out in section 248(3) of the Civil Aviation Act (as amended).

The Authority will make the purpose of any investigation clear to all involved parties, that is, whether the investigation is being pursued for safety, security or enforcement. The result of the investigation shall be recorded in the AQD database.

The AIC is an independent statutory agency and will investigate serious incidents and accidents and recommends measures to improve the industry’s safety performance. The AIC is separate from CASA and reports directly to the Minister for Civil Aviation.

When CASA is notified of an accident or serious incident, it must notify the AIC as soon as practicable.

When CASA is notified of an accident involving a foreign registered aircraft in PNG, it must notify the State of Registry as soon as practicable, the particulars of the aircraft, including the nature of the inquiry being conducted in respect of the accident.
