Airworthiness

The Airworthiness Branch is responsible for safety oversight of aircraft maintenance and continuing airworthiness functions within the PNG Civil Aviation System. The Branch monitors to ensure that Aviation Industry participants conduct their operations in compliance with the regulatory obligations under the Civil Aviation Act (the Act), the Civil Aviation Rules(CAR) and their Expositions.

The Airworthiness Branch provides technical advice to the Director on aircraft maintenance and continuing airworthiness, including but not limited to the following areas:

  1. Issue of PNG Type Acceptance Certificates (TAC) for first-of-type aircraft entering the PNG Aviation System;
  2. Issue Certificates of aircraft Registration, De-register aircraft and/or Change of Ownership of aircraft;
  3. Issuance of Certificate of Airworthiness, Export Certificate of Airworthiness and Special Flight Permit (SFP);
  4. Granting or validation of Aircraft Noise Certificates;
  5. Inspection and monitoring of Continuing Airworthiness of aircraft, Aircraft Airworthiness Review (AAR) reports;
  6. Initial Approval, Renewal and Amendment of Maintenance Organizations, Design Organizations and Supply Organization Certificates;
  7. Conducting routine surveillance on Maintenance Organizations, Design Organizations and Supply Organizations;
  8. Approval and Renewal of Design Organization Part 183 Authorized Engineering Representatives (AERs) and Part 183 Authorised Airworthiness Representatives (AARs);
  9. of Aircraft Maintenance Program, Minimum Equipment List and Aircraft Flight Manual;
  10. Acceptance of Company Expositions (MOE, MCM, SOE, DOE, etc);
  11. Continuing Airworthiness Oversight, Enforcement actions;
  12. Distribution of Airworthiness Information (Airworthiness Directives, Service Alert Bulletins, etc) to the public
  13. Coordination and Collaboration with other CASA Technical branches as required
  14. Conduct section 52A investigation and other related enforcement activities
  15. Other tasks as required by the Director.
