CASA REGULATORY PROCESS – LIFE CYCLE APPROACH
The Civil Aviation Safety Authority of Papua New Guinea (CASA PNG) has adopted the life-cycle approach philosophy to regulating civil aviation. This characterizes the civil aviation system as a closed system, the boundary of which is established by the rules. The life cycle approach recognizes broadly four stages of participant involvement in the civil aviation system, viz. entry, operation or participation, and exit.
The life cycle approach recognizes broadly five stages of regulatory involvement, coinciding with the core regulatory functions of the GASA. These are:
Oversight function of the CASA Inspectorate is based on the life-cycle approach and applies the following four (4) fundamental processes in the overall regulatory sequence

Entry Control Process.
2.
Compliance/Surveillance Process.
3.
Enforcement Process.
4.
Exit Control Process.
