An Air Operator Certificate (AOC) is an Aviation Safety Document that authorizes an operator to carry out specified commercial air transport operations. The AOC is issued by CASA PNG under section 47 (3) and 49of the Civil Aviation Act 2000 (as amended) and Part 119.9 and authorizes an air operator to perform commercial air operations, as defined in the operations specifications, in accordance with its exposition and Rule Parts, 121,125, 135 136 and 137.
i) Processing Time
As the application for, and grant of, an AOC is a complex process, application must be made at least six months before the anticipated start of operations. The processing time is dependent on your ability to comply with our regulatory requirements, which include:
•Demonstration of an appropriate organizational structure;
•Method of operational control;
•Supervision of flight operations;
•Training programme; and
•Maintenance arrangements

The 5-phase processis as follows:
Phase 1: Pre-application discussion
Discuss withCASA on your proposed business model and operations. CASA will get back on yoursuitability to apply for an AOC and you will be required to provideyour pre-application statement of intent to the Director of Civil Aviation.
Pre-applicationStatement of Intent
The Statement of Intent shall include at least thefollowing:
The class and scope of operation proposed.
The type(s) and number(s) of aircraft.
The proposed geographic area of operation and proposedroute structure.
Proposals for aircraft and/or simulator training.
The proposed location of main and ancillary bases
The proposed maintenance facilities and services.
The proposed maintenance contractual arrangement (ifany)
The proposed key personnel and theirqualifications/history
Planned corporate identity, including the tradingname.
The location of Head Office.
The proposed date of commencement of service.
Pre-application Meeting
The intent of the Pre-Application Meeting is to assistapplicant to prepare a comprehensive application, to ensure applicantunderstands the requirements of the AOC process and possible problems likely tobe encountered and to provide a firm basis on which CASA can prepare a costestimate.
Form CA119-01 Application for issue, renewal, or amendment of an air operatorcertificate under civil aviation rule part 119 will be issued to you if youwant to continue with an AOC application.
Phase 2: Formal application
Complete andsubmit Form CA 119-01 (Applicationfor issue, renewal, or amendment of an air operator certificate under civilaviation rule part 119) and all required Manuals and Exposition Documents(listed below), with a non-refundable application fee as specified in the Form CA 119-01.

EngineeringExposition Document(s) / Maintenance Control Manual(s);
AircraftFlight Manual and Performance Schedules;
SafetyManagement System Manual; and
Any otherrelevant manuals/documents

Operationsmanual, may be issued in separate parts corresponding to specific aspects ofoperations and must be organized with the following structure:
(a) General;
(b) Aircraftoperating information;
(c) Areas,routes and aerodromes; and
(d)Training.
Operations Manual and its contents must be organised in the structure as spelt out in AC119-4 Guidelines for the Structure and Preparation of Operations Manual.
Periodic meetings will be arranged with you to discuss the plans and proposed aircraft types, operations, management structure, flight/ground crewstructures, training, premises, equipment, critical time-lines, etc.
Phase 3: Document evaluation
A thoroughevaluation of your manuals, documents and attachments submitted will be conducted by CASA.
Phase 4: Demonstration and Inspection
Demonstrate to CASA yourability to comply with regulations and safe operating practices.
Demonstrate to CASA thatyour operator has an organisation structure, method of control and supervisionof flights, training, ground handling and maintenance through proving flightsand evaluation of respective organisations.
Phase 5: Certification
After allthe demonstrations and evaluations, including review of documentation, havebeen completed satisfactorily, you will be awarded with the AOC and its applicable Operations Specifications.
Periodicinspections of your operations will be conducted by CASA to ensure continuedcompliance with the regulations and safe operating practices.
