Aviation Security ((AvSec)
The Aviation Security Branch is responsible
for maintaining oversight of all aviation security matters within the PNG civil
aviation system. The Branch will ensure that regulated industry participants
conduct operations in compliance with their regulatory obligations under the
Civil Aviation Act (the Act) and Civil Aviation Rules (CAR), and ICAO SARPs.
The work of the Aviation Security Branch is
to ensure that any security risk that may impact on the civil aviation system
is clearly identified and properly managed; recognizing that the correct
development and implementation of security plans plays an important role in the
achievement of aviation security outcomes.
Aviation Security Branch works
in a multi-disciplinary team and assumes responsibility and accountability for
regulatory standards and oversight of regulated civil aviation stakeholders
with aviation security responsibilities. Its primary functions provide aviation
security oversight activities including:
•CAR Part 107/139- AirportSecurity Program (ASP);
•CAR Part 109- Regulated AirCargo Agent (RACA);
•CAR Part 140- AviationSecurity Service Organisation (ASS);
•CAR Part 141- AviationSecurity Training Organisation;
• Aviation Security Instructor
Certification;
•Aviation Security Screener
Certification;
•Investigating aviation security
breaches;
•Assessing and approving aviation
security programs of aviation businesses;
•Supply aviation security advice to
industry and the aviation community, including operators of non-certificated
aerodromes;
•Conduct aviation security-related activities (i.e. audits,
inspections, tests, investigations) of certificated aerodromes, air operators,
regulated air cargo agents, and aviation security service providers.
